[ILQSO] activity map updated

[Bill Claypool]

I am planning to be mobile in the ILQP.  XYL will be driving. Here are 
the counties we should be able to activate:

Hancock, McDonough, Schuyler, Cass, Morgan, Greene, Macoupin, 
Montgomery, Bond, Madison

(I hope to make it to a few more, but these are almost certain.)

That should help fill in a few gaps.
