[ILQSO] N3FJP logging software and ILQP

The issue with WriteLog was the way it outputted the multi-county contacts.  I think we have fixed the way we handle it.  Not a ding on the software, but we had to work around the formatting to get it to score correctly.  I think it was just one version of the program that threw us for a loop....
