[ILQSO] RUN vs S&P

When in a State QSO party that is not my state I mostly do S&P, 
especially when the call would be thought of as being in that state.

Like for the ILQP using a WB9SBD or W9ET. If i was to try to "RUN" 
someone may think I might be in IL.

So, I am trying a new logger in the ILQP, and will mostly do S&P so no 
problems.

But may want to try running anyway.

What would be a good CQ message to use so people don't think I'm in IL

this is for CW by the way.
