My recommendation: (nothing "official" about it....)

If you are mobile or rover and going to be changing counties, sign  N9JF/PIKE or whatever.  This indicates to stations not only where you are at the moment but that you are likely to be "somewhere else" later, so don't just tune past you when they copy your call later. If they enter your call in a logging program that way, it won't be flagged as a dupe when you change to N9JF/BROW.

If you are portable, while there is no requirement to do so, signing N9JF/P gives others a heads-up that you are probably NOT in your home county and you may well be on a county line or corner, so listen for more than two milli-seconds after you send your first one so they don't miss the rest of them.  Also would indicate you probably will be in that location for the duration of the event.

If you are fixed, do NOT sign N9JF/PIKE, because that tends to indicate you WILL be moving later (and you won't).

If you are in Illinois and have something other than a 9 in your call, you might want, when CQing, to sign NU7J/IL (or whatever) once in awhile to indicate that you are "fair game".  

If you are going to CQ and you are NOT in Illinois, I'd suggest you append your state to your call:  "CQ WIQP de N9JF/IL".

The log-checking software we are using will sort things out regardless of how your entry log, or the other logs, show your call.  N9JF/PIKE, N9JF, N9JF/P, N9JF/M, whatever.

We can usually figure out how to properly credit you (and others) with multiple-county contacts, though this gets "interesting" at times.  This requires some pre-scoring log manipulation.

The proper way, at least years ago and I consider myself an old timer since licensed 43 years ago, is when you are not operating from your home QTH and operating portable, then ID by /9, or whatever call distinct you are in.So, whenever I'm operating from my cabin in Pope County, IL, I always sign KA9FCZ/9.
But saying that, now days since FCC doesn't require a ham op to obtain a new call sign when one moves to another call district, you may hear a K6 that has moved from California to Texas or some other location in a different call district, which can be confusing if you hear the 6 station calling and you are thinking he is in California.

Would like clarification looking ahead to next year.

What is the preferred way of station i.d. while portable? It seemed to me that I should use k9za/9 for operating and logging.  Apparently most others simply use their call sign without the /9 suffix.
