[ILQSO] 2022 Illinois QSO Party kickoff

To kickoff the 2022 Illinois QSO Party the ILQP web page has been updated
with the latest rules and the latest info on planned activity.

Please note a few changes to the rules for this year, the biggest one is the
addition of an unlimited category, basically a multi-operator
multi-transmitter category. In the past, groups such as a club, were limited
to one signal on the air at a time, this new category allows for more than
one transmitter on the air simultaneously using the same call sign. This is
an experimental category and right now there is no award for the winners of
this new category. Other changes include redefining the difference between
low and high power entries.
