[ILQSO] Changes

 I'd recommend keeping the 3 and 4 county corners. We've got 6 portable stations on 3 county corners already. 

It makes it much easier to get a full time station in rural counties on those corners that otherwise would only be activate by a mobile cw station for 30-40 minutes.
