The ILQP committee will be meeting shortly.
This question comes up almost perennially.
Some considerations/alternatives:
1) Eliminate county lines altogether. Wisconsin QP does not allow county
line operations.
2) Limit multiple counties to two. This complies with MARAC/USACA rules.
3) Allow more than two counties simultaneously but strictly require that
some portion of the "station" be in all counties claimed.
4) Same as (3) but allow some leeway for safety purposes. This is pretty
much where we have come down in the past. This has established more or less
a "200 foot gentleman's agreement" policy.
5) Open the doors to whatever looks good to the operator.
Note that "wet lines" are not permitted. They never have been. In general,
this conforms to MARAC/USACA rulings. You can't claim CASS/MORG/PIKE for
example just because you are on the SCOT/MORG line and within 200 feet of
the middle of the Illinois River.
Some "four-county corners" are offset by several hundred feet. My personal
opinion is that these are not legit. But that's only my personal opinion.
Look at the detailed maps.
We are willing to listen to logical arguments for change.

The intent is to have some part of your station occupying each county you
are claiming to operate in. In some cases that could be very hard to do and
possibly dangerous. In practice most take some liberty and set up at a safe
location as close as they can be to being in all 2, 3 or 4 counties. A few
have abused that and do what is easiest even though they may be able to be
closer. A set distance has never been agreed on and even if it was, it is
still noy something that can easily be enforced, hence a "gentlemen's
agreement".
It is something that has come up before, I suspect sooner or later the ILQP
committee will have to address it.
I'll let N9JF chime in with his thoughts.

Is there a "gentlemen's agreement" as to the flexibility in setting up
portable stations?
For example, a portion of the antenna passes over the county lines,
transmitter within a certain number of feet from the county line, etc?
