Carl,
I looked at Clay, Effingham Jasper, its an actual intersection E 1st Ave in
Effingham from the West, N Effingham St (Dieterich) coming from the South,
and E 400th of Jasper County going East, N 2400th going North.  Looks like
the actual county boundaries are just north of this intersection  just
along the west edge of the road, when i reviewed our 911 maps.   I would
say if you had a mobile setup and didn't mind working along the road you
could do it.
