[ILQSO] PRIME ARA Portable stations

I have often operated the ILQP with N9FN as a portable entry. We will not
be doing so this year, but I just happened to see your posting, and that
looks like you will be operating in the ROVER category, unless that one no
longer exists. I have looked for rules for 2020.

Regardless, best of luck. I might get on CW for a bit from here in Indiana.
