[ILQSO] Clark County for 2018 ILQP

I will be operating from Clark County again for the 2018 ILQP.  In
past years I've operated only SSB, but at least 50% of effort will be
directed to CW this year.

There is some discussion within our club (WVARA) of operating county
line portable with either Clark/Crawford or Clark/Edgar, but no plans
have been finalized of yet.
