[ILQSO] W9GRS operations

The W9GRS School Station is planning on operating from their home base of
IROQ for the Illinois QSO Party.  They will also be on the air the week
prior for the October edition of the ARRL School Club Round-up.  We will
also be celebrating our 10th year on air through out the school year.
