[ILQSO] 2017 ILQP Winnebago/Boone/Ogle/DeKalb

I am planning to operate from a location that allows me to activate 
Winnebago, Boone, Ogle and DeKalb counties.

If for some reason that location is not available, I will operate from 
another location that allows me to activate Winnebago and Boone counties.

Sorry if this is a double-post; I wasn't sure I'd sent my first one in
