Tim, yes those are valid points, and that's why I posted the original message in the first place. The rules don't mention aeronautical stations, but perhaps it could be addressed to treat such as a regular mobile or otherwise.
Irregardless, it would be fun just to do.

I still don't think that you would count for any county in the state if your
not on the ground in that county. That is the way most all of the contest
score an aeronautical mobile.
If it were to happen, the sunspot cycle and propagation have nothing to do
with it. You could take an HT up in a plane and work a few hundred miles on
2 meters. It is all line of site direct so 2 or 10 would work fine. We use
to work 2 meter aeronautical mobiles all the time from several hundred miles
away. I still don't believe it would count for a county just a QSO point
and I don't even see a category that you could place an aeronautical mobile
in that would be fair to the other contesters on the score end.

2 meters or 10 meters will be a big disappointment I think. Going to find
very few available QSO's on a dead 10 meters ( remember, we are nearing
bottom of the cycle).
If you can get 20 meters or preferably 40, it will be pretty neat! But, 2
and 10 meters, might be a waste of time....
