Actually the mobile window is in the rules...

"Special band activity times: IL stations are encouraged to spend some time on 20 meters in the early afternoon to work DX stations seeking IL counties and to check 15 meters and 10 meters at 1800Z, 1900Z and 2000Z. Fixed and portable stations are asked to avoid calling CQ or running pileups in the frequency range of 40 to 45 KHz above the lower CW band edge to allow mobile and rover stations the use of these frequencies with less interference."
