You can make a tremendous difference in ground-mounted vertical performance by stringing out a bunch of radial wires. They can even be random length, the more the merrier.

Good Morning All!
Thanks for the input. Definitely put it to use. This is the first time using a vertical mobile antenna, we've been spoiled by our base vertical and the steel-girder ground plane we call our roof. hi hi. Part of the issue was grounding. I didn't have a very good ground set up while testing it. In essence, we tested it as a worse case scenario set-up. Our bus will provide a much better ground plan than the black-top. hi hi!
Surprisingly, all the stations we worked Sunday 40 meters were within 100 miles of us, so that bodes well for us in terms of working a couple of schools we know.
I definitely prefer a dipole as I have one set up at the home qth and we have one strung up at the school for 40/80/160 (btw, was good for a few hundred qso's during last years ILQP!). Logistically, it won't be very feasible for us Wednesday. We wanted something easy up and easy down with the limited time we have. Our lunch hour will be about the only time we have on air.
It is a grand experiment for us. Something new and a chance to for our students to see another aspect of amateur radio. We'll be SSB, CW, RTTY, PSK31, SSTV, and maybe JT65 this afternoon to show students the different modes. It will all be 20 meters. I'll spot if we make a run.
Thanks Again and Have a Great Day!
