[ILQSO] 2016 Station Rules Question

I'm assuming the 2016 rules will be the same as the 2015.

In the rules, it states : "Stations may only operate one transmitter at a
time".

What defines a station?

Does this mean an operator may not operate SO2R during the contest, or does
this mean an entry class with 2 or more transmitters may not have more than
1 transmitted signal on the air at one time?
