Only one transmitted signal at a time but you may any number receiving. You
can be transmitting on say, 40 meters and still have radios monitoring 20
meters and 2 meters, but if you have more than one operator, only one may
transmit at a time.

I've got a clarification about the rules question.  It says "Stations my
only operate one transmitter at a time".

Does that mean, a 2nd transmitter can be on and monitoring, or only 1
transmitter can be powered up and be in use?
