[ILQSO] time correction....oOOps

After sending out reminders to reflectors and about 150 individuals regarding the upcoming ILQP, K9UIY (thanks!) has pointed out to me that the times I announced were in error (DRAT!!).  The event starts at 1700Z, not 1800Z.  (double drat....)

Sorry for any confusion.  I hope it's not a slow first hour.....
