[ILQSO] 2015 ILQP rules and info posted

Revised rules are now posted for 2015 ILQP.  The only significant changes are to institute a mobile window and to split IL Fixed and Non-IL into High and Low Power categories (with plaques for each).  The page referenced above also has information regarding county abbreviations and possible log-checking changes, a sample Cabrillo file, a template for entering your hand-written log into Cabrillo format, a list of 2015 plaque sponsors and other information.  There are a few plaques awaiting sponsorship (currently sponsored by WIARC).
