[ILQSO] Wayne/Edwards/Richland County portable

We've scouted the precise location and we're fairly satisfied that we're
going to set up to operate at this position. There's a power line along one
side, so we're going to have to do a pre-game run to make sure there's not
too much noise.  Other than that, I'm excited about activating this
three-county location.  Due to the terrain, I'd guess no one has operated
from this position before.  It isn't comfortably accessible by car.
