[ILQSO] counties not spoken for

And, they're are a number of hams who participate in ILQP, but may not
participate in (or even know about) this list...I'm guessing KEND will be
covered.

I was planning on operating at home this year, but could be convinced to
travel to Kendall or even Jo Davies if needed.
