[ILQSO] Another scoring question

This is not an "official ruling"....but I'd say if he is within the 12-mile limit, whatever state would have jurisdiction over his location (if he should fall overboard and need an official designator for his place of demise) would be the multiplier.
If outside, you should get QSO credit but no mult.
But that's merely my opinion....
