[ILQSO] Scoring question

Question for the group. Maybe I did not have this problem last year. I did not work one of the counties I was setting in. So I was there, but did not work anyone via rf there. Do I get to count this county? Might have via 2m. That log sheet is mot with me right now. Does it count as a multiplier? I would say no, but thought I better consult the experts.
