As of Jan 1, 2014, any non-hand-held device is illegal in Illinois though we apparently have a ham radio exemption....

Another good reason to get a driver..... in Indiana there's an exemption in the cell phone usage law for amateur radio..... but I would not want to test it, especially with a keyboard sitting right there... and there'a federal
catch-22 (see latest QST) that may not allow amateur radio exemptions in any state....
I asked about Illinois law, but did not get an answer...
After decades of mobiling, I've come a long way from paper logging on a clipboard while driving, with a key strapped to the leg... now THAT was really dangerous!
Like I said.... don't try this at home... get a second op....

My question tho Mel, could a police officer technically cite you for texting while driving. I know that most hams can multi task, but many law enforcement officers do not know that we can do many things.
