I have seen logs from both WriteLog and N1MM with the problem as I
described. It is not a deficiency in the program but simply a detail that
has to be dealt with in setting up the contest file when initializing a new
contest. Both programs allow the operator to set the location that will be
used in the exchange. I checked N1MM and when you first select QSOPARTY as
the contest type and then IL as the specific QSO Party it brings up a window
with contest details and among other data there is a place to enter the
location to be sent in the QSO exchanges. Once the contest is over and the
op selects to export the Cabrillo file, it comes up and tells the operator
what location will be used for each QSO that will be written into the file.
I am not as familiar with WriteLog but I seem to recall the one time I used
it I'm pretty sure there was a setup file with a place to set station
location. Others using WriteLog may want to chime in here.

We have received a number of Cabrillo files this year for entry in the 2013
ILQP from Illinois based stations with an incorrect location indicator in
the 'Exchange Sent' portion of each QSO record. In each case 'IL' was shown
as the location, i.e. 599 IL . This of course is not a correct exchange for
an Illinois based station to give in the ILQP.
I believe this is a problem caused by the incorrect location information
being stored in the station setup file for the logging program being used.
Please verify that the exchange information in the Cabrillo file you send
for entry in the ILQP is consistent with the actual operating location in
the QSO party. Logs sent with obviously incorrect location information in
the QSO records will be returned for correction.
Please note we are just more than a week away from the entry deadline of
November 20.
