[ILQSO] Mobile station scoring

Since we're suddenly thrown into Rule Changing Suggestion Season....

1) Make mobile stations score like portables. Each county they enter continues their multiple count instead of starting a new log and resetting the multiples. 

This would accredit them a great score for all their work and gas funds.

2) CLTN-BOND-FAYE Maritime Mobile 3 QSO's.
