I feel all contests should limit output power to 200 watts.

The ILQSO committee has looked at how to handle low and high power entries
in the past but never saw a need to make a change as no one was asking for
them. We will most likely take another look at the issue again but it I
cannot say if it could happen for this year's event or not. There has been a
QRP category for several years but we have had very few entrants. Using a
power multiplier is a possibility that would not increase the number of
awards.

There are some changes to scoring for this year, all made in an attempt to
make log checking more automated.

I think John has a good suggestion. The majority of the other state QSO
parties that I participate in have separate high and low power categories. 
Many also include a QRP category. I realize that additional categories means
additional work for the contest organizers who have to sort and score all of
the entries. It also involves additional certificates and awards, but I know
personally that I tend to participate more in the contests where I have a
better chance of at least earning a certificate for my effort.

  I am offering this up for thought and discussion.  I wonder if we are 
approaching a time when the fixed station category needs to split into both 
a high and low power category?  Over the past several years, it appears 
(sounds like?) that an increasing number of stations are running over 100 
watts output and have a commanding presence on the bands, especially on 80 
and 40 meters.  I'm not against high power operation whatsoever but am 
thinking that perhaps the time has come to separate the two like other 
contests do and "level" the playing field.
