As one who usually does rover operations in the ILQP, I can easily imagine a three-county maritime rover operation.  This way you wouldn't need to anchor at the county line intersection, but you could motor to the sections of the lake in each county and operate for an hour from each.  That way, if you are tucked in closer to shore, you wouldn't necessarily need to endure the wind and the waves so much.
