[ILQSO] Proposed Distracted Driving Legislation in

Besides the obvious opportunity for more /R stations, why can't all mobile operators just plan on utilizing a driver?  The proposed legislation only talks about drivers and operators of the vehicle.  It doesn't seem to stop passengers from using the devices.  I would never think about being a contest operator while also trying to drive at the same time.
