[ILQSO] Turning off Dupe-Checking in the ILQP

Perhaps I should clarify. When I say dupe checking turned
off...originally, his QP programs were not set up to allow multi-county
contact in any way. This was discovered when the ILQP added that class-
he then modified the program so that it would still show you and warn
you they were dupes, but would allow you to enter them if you insisted.
So it still does dupe checking, but allows you to override. Clearer? :-)
