[ILQSO] time is getting close

The day is almost here and we still have several counties unclaimed. The
latest map will be uploaded soon as the list of stations by mode. Some of
the mode picks were made by best guess and past operation if the station did
not indicate what they intended to do this year. As always, let me know of
any mistakes or omissions.

Right now, KANE, DUPG, KEND, GRUN, CHRIS, MNTG, MADN, BOND, CLNT, MNRO,
CLRK, RICH, LAWR, EDWA, WABA, WHIT, GALL, SALI, FRNK, WMSN, JOHN, POPE,
HARD, MASS and ALEX are all open. 

Still lot's of possibilities for a mobile or a few portable operations.
