You can operate from Iowa as an outside-of-Illinois station, then operate as a mobile from Illinois. Just turn in 2 logs. A few years ago KA9ETP looked into doing this. The organizers said OK. I'm not sure if he went through with it. You might be the first to win 2 catigories in the same contest!
