Yes it's Randolph Co. It's IL005R for the US ISLANDS Award Program. 
KD9OT was the last one to activate it as far as I can remember. See:

I grew up in St. Marys,MO, you have to go through it to get to the 
Island. Grew up picking corn over there and learned to drink over there.
