All,
Organizing an upload to LoTW is time consuming, but not hard. I feel that it
is worth the effort. In addition to counties, I operate mobile in various
states and grids so I do a separate one for each location. Right now I have
46 different locations for portable or mobile operations. I have 191 LoTW
confirmations for mobile operations and 516 for portable operations. As
W9TY/M in the ILQP (two years activity), I received 119 LoTW confirmations.
Obviously, some do want those uploads.

Mel,
Uploading to LOTW would not do the bounty hunters any good since LOTW
confirmations are not yet acceptable for the award.
I upload my mobile & portable Q's to LOTW for completeness sake. I have 3
LOTW certificates: K9DUR, K9DUR/P, & K9DUR/M. In the /M & /P certs, I did
not specify the county or the state, but they are specified on any paper
QSL's I may send out.
