[ILQSO] Southeast counties

There is still quite a bit of time for the map to fill in. There is at least
one station looking at doing a portable operation in the southern part of
the state and hopefully a few more fixed stations will chime in.

There are way too many unclaimed counties down south for me to try to cover
them all....  But if nobody else wants them, I can get Saline/Gallatin and
north to Cumberland.... it's a push but I've done it before

Since I volunteered to be the "clean-up" guy, I won't finalize plans until I
see what others have claimed (like in mid-October)
