May I suggest the exchange NOT include QSO numbers?  I know that ILQP 
gets plenty of heat for the "meaningless 5NN" portion of the exchange; 
however, the QSO number requirement is one reason I dislike the MOQP 
(other than the fact that there is not much activity).  Driving, 
navigating, operating and logging is difficult enough without logging 
QSO numbers!!!! 

K9IUA's suggestion of a Midwest Division party is worth considering. 
There would be no reasonable expectation of activating even a large 
majority of the counties, but it could still be a worthwhile event.  You 
are not going to decrease mobile participation in each individual state 
by combining several of them as there are not many mobiles to begin with 
in those states! 

Let the flames begin.
