[ILQSO] Rules page

I cannot say for sure when the link will be fixed, but I would expect it to
happen very soon. If not, I'll email you the last cut of the rules I have
here. Basically, no rules changed from last year.

I think Hank or someone mentioned that the current rules page on the
website points to the Summary Sheet.

Any idea when that link might be fixed or another method of getting the
current rules?
