[ILQSO] N1MM Logger -- Cabrillo file bug still present

Still seeing the bug (B0902) that I reported from the 2006 ILQP.  Double signal reports for SSB mode from the other party, if the county/state/province was less than 3 characters...

Sent email to the N1MM team asking about the status of getting a fix.
