[ILQSO] planned ops

There are a few additions to the list that will be in the next update.
The postings are pretty impressive so far; this should be a GREAT ILQP!

Note that we can still use a LOT more activity, especially in some
counties on one mode or the other:

Counties with almost no CW planned/posted:  Ummmm...that would be
none....

Counties with almost no phone planned/posted: ALEX, BOND, BROW, BURO,
CASS, CHAM (you're kidding, right?), CLNT, DEWT, FAYE, FRNK, FULT, GALL,
GREE, HAML, HARD, HNDR, JACK, JEFF, JERS, JOHN, KEND, LEE, LOGN, MACN,
MASN, MSSC, MNRD, MRCR, MNRO, MTGY, MORG, MOUL, PERR, PIAT, POPE, PULA,
RAND, ROCK (really???), SCOT, SHEL, WARR, WASH, WAYN, WHIT, WTSD
(?????), WMSN.

We really don't want this to be a "CW contest", but we need to beat some
bushes to get fixed stations on the air in those *FORTY-SIX*
microphone-free counties!  There surely are fixed stations active in all
of those counties.  I have tried e-mailing over 200 IL stations, some of
whom submitted logs last year.  Sending e-mails based upon QRZ.com
e-mail addresses (and in some cases, e-mail addresses that were good a
year ago) is a frustrating waste of time.  If you are personally
acquainted with someone who has not posted plans, bug them to get on the
air next Sunday!!

If you are primarily a phone operator, call CQ a lot and listen for weak
responses.  They might be mobiles.  If you hear us once, we'll probably
call you again from another county.  If you don't...uh...well....
