The rules for 2008 Indiana QSO party are on the INQP website,

Note that there's a new club competition... although it's for Indiana
clubs, if there's enough effort from members of an OUT OF STATE
("local") club operating IN INDIANA to win the overall club
competition, we will do a plaque for that club as well.
