[ILQSO] 75 m SSB freqs

We will certainly consider changing the suggested operating frequencies
for next year.  Somehow the topic didn't surface this year in time to
post changes to the rules/suggestions.

This year the Ohio and Michigan QSO Parties moved their suggested  phone

frequencies down to 3825 (from 3850) and 7200 (from 7225). Pennsylvania
did 
likewise from frequencies higher in the band.
 
On 75, this gets things further from the Porcine Producers Nets, and
into  an 
area where contests are more commonplace.
 
On 40, this makes if easier for a mobile station to get an antenna to
tune 
on both phone and CW. 
 
While not of an earth shattering nature, both changes seem to have
worked  
out well.
