I was taking a gander at that myself the day it came in the mail.  I see on page 42 the author has actually mounted it to the bed of his 3/4 ton pickup and it looks low enough you'd could drive with it so I guess it could still be designated mobile in that instance.  The only concern I would have is it seems I read somewhere, in regards to the RF Exposure regulations for Hams, that the distance was something like doubled when a magnetic loop was being used.  Then again there's an exemption for mobile and portable radios with a PTT, so it sounds like you don't have to be concerned with that.  Why just portable and mobile and not all PTT radios?  So you apparently wouldn't be breaking regulations, but would there be any detrimental affects exposing yourself, if outside the vehicle or others standing nearby while transmitting?  Maybe you could Duct Tape yourself a couple of Hot Dogs to the loop, kick in the amp and serve yourself a warm lunch during the contest.
