I will say that I don't like the county hunter rule that allows for county
line operations, but not for 3 county or 4 county intersections. If it is
possible to operate exactly from a county line, it is just as possible to
operate from a 3 county intersection.
Of course, as you say, those who do the contests or awards make the rules.
I also don't like the WPX rules that don't allow QSOs on the WARC bands or
VHF/UHF bands, but have to live with it.
