[ILQSO] New rules

Okay, everybody. On three. One. Two. Three.

DeeeeEEEEEEEEEPPPPPP breath.

Exhale.

Okay, I'll admit it, this wasn't a "minor change" to some people. My
bad.

Having said that, the intent of instituting a Rover class for ILQP was
to allow for more flexibility in operating procedures and perhaps get
more participants "out on the road" even if they couldn't scare up a
separate driver. Then the "no more county lines/corners for 'Mobiles'"
was simply to clearly differentiate the two entry classes. Those who
have done a terrific job of incorporating county lines and corners along
with moving around a lot can continue to do so, and one of them will
probably win the new Rover class plaque in 2007! Those who want to try
to maximize the number of counties activated will remain "Mobiles". I'm
still wondering if anyone can beat KF9D's record of 28 in an 8-hour
period???

There is no way to adequately express how much the mobile stations from
out of state have benefited ILQP in the past few years; and there is
certainly no intent to alienate anyone, for any reason, nor to deprecate
their contributions.

I have been dealing with a laptop that is trying to die, a non-working
wireless adapter and a dead home broadband connection for the last two
weeks; but I will try to respond to direct e-mails from those having
questions or comments.
