[ILQSO] Powering a laptop

My lap top computers use a 17 volt charger, they're powered from 3 3.7
Volt Lithium Ion or Lithium polymer cells in series, which give 11.1
volts, but the charging circuit seems to need 16 vols or so to run it.
In the car I use a Rat Shack DC/DC converter to generate the 17
volts..... Both it, and the "wall wart" power supply are quiet on my
laptop computer. If either were noisy, I'd put them inside metal boxes
and use filtering on the input/output rather than figuring out a unique
power supply.
