[ILQSO] NG9R/P 2006 ILQP tentative plans

As it looks right now, I plan to operate from the 3 county corner of
Adams/Hancock/Schyler. However, I may decide to go mobile if the need
arises and there are counties I can get to that need covered.

I will most likely be SSB only, but I may sneak to CW for a few if
things get slow (not an issue when I go mobile).
