[ILQSO] Operating guidelines?

Does anyone have operating tips for the newbies on ILQP? 

For example: Suggested operating frequencies for the various bands & modes?

It would seem that one should move to 80/75 meters a bit earlier than 
when operating those state QSO parties which go until 0400Z or later.

For folks operating both phone and CW, are there suggested times for 
each mode?  (Like Phone on the hour, CW on the half hour, etc?)

Finally, I gather we will be on Central Daylight Time on October 22?

Help for a newbie will be very much appreciated.
