[ILQSO] ILQP promotion

I saw that the ILQP was promoted in the full article on the Illinois
Section news, just not on the abridged email version.

K9KM, the Central Division Vice-Director, will be on from Lake county.
Hopefully we can entice a few of the Illinois Section guys to jump in as
well.  We'll work on the ARES angle for next year.
