[ILQSO] activity map and lists updated

Thanks to Mike, NA9Q, the ILQP web page has another updated the activity map 
as well as adding a couple of other lists, such as operation by county and 
the stations that have listed their planned modes of operation.  All can be 
found at:

Please take a look at these files and let us know of any errors or updates. 

Mike has also added to the main ILQP page planned dates for the next few 
years and the explanation of how the exact date is decided upon.
