[ILQSO] plans posting

I will try, before Sunday is over, to post a new listing of planned
operations for 2006 ILQP, including details, where known, of intended
modes and other notes.  In many cases, I will be assuming that modes
used will be similar to the last couple of years.  There will be errors
in this edition, so please let me know of them ASAP.
